All participants should act civil and appropriate for a public meeting. All meetings are recorded and a chat transcript is saved. The Committee respects the right of the public to comment on Committee matters. Employees who are defamed by public comment may be entitled to pursue legal action against those who engage in such comments.
AB 361 SUMMARY
- Brown Act flexibility extended by AB 361.
- Provides flexibility (but does not require) to meet remotely or virtually through January 1, 2024.
- AB 361 provides school district’s Committees with the ability to meet remotely during proclaimed gubernatorial state of emergency that remains active.
- A real time online destination like a publicly accessible Google Meet stream - video conference (live streaming) is required for each remote meeting.
- AB 361 requires that public comment be made during the meeting. Comment can include video conference or internet-based service options. This does not prohibit communication (feedback) from being sent in writing advance of the meeting.
- All votes must be made by rollcall - it is suggested to use the chat feature and each voting member type Y, N or Abstain during the vote to record name and vote.
- Update 2/9/22: Board of Education now reaffirms remote meeting(s) for ALL Committees. No Committee level votes are needed or no Special Meetings beyond 30 days.
- If Google Meet live stream and/or public comment time is disrupted, the Committee cannot take any further action on any agenda until the technical issue is resolved.

The purpose of the SEDAC shall be to represent interests of the FUSD special education students and to promote a maximum degree of interaction with the Board of Trustees and the parents of students with exceptional needs. The Committee’s purpose is to solicit and review issues in special education and provide information, insight and potential recommendations to the Board.
