The Fremont Unified School District (the District) has prepared a Preliminary Environmental Assessment (PEA) Report in accordance with Education Code section 17213.1, subdivision (a)(4)(B). The District has submitted the PEA Report to the California Environmental Protection Agency Department of Toxic Substances Control (DTSC) for review and has chosen to make the PEA Report available for public review and comment pursuant to Education Code section 17213.1, subdivision (a)(6)[(A)] (Option A).

Project Location: The Site is comprised of one parcel located in Fremont, Alameda County, California. The parcel is approximately 2.6 acres in size and is identified with the Assessor’s Parcel Number: 525-1304-117. The District proposes to renovate the existing buildings at the property for use as an early education center.


Description of Assessment: The PEA Report was prepared by Terraphase Engineering, Inc. for submittal to the DTSC. This PEA Report was prepared under the oversight of the DTSC in general accordance with the guidelines of the DTSC, as detailed in the PEA Guidance Manual. A site inspection performed prior to preparation of the PEA report identified the potential presence of environmental concerns. In order to evaluate these potential concerns in soil, a total of 37 soil samples were collected at the Site and submitted for analysis at a California-certified analytical laboratory. The soil sample analytical results were screened using the United States Environmental Protection Agency’s Regional Screening Levels for Region IX for the residential exposure scenario. These screening criteria were also modified where applicable to reflect DTSC Office of Human and Ecological Risk (HERO) Notes 3 and 4. Based on the results of the PEA investigation, chemicals of potential concern have not been detected in soil at the Site at levels exceeding conservative generic risk-based screening values for residential land use and no further studies are required for the Site.

Public Comment Period:
A public comment period for the PEA Report begins on April 19, 2019 through May 20, 2019. Written comments on the PEA Report will be accepted from April 19, 2019 through May 20, 2019. Comments should be directed to John Chwastyk, Director of Facilities, Fremont Unified School District, 4210 Technology Drive, Fremont, California 94538.


Public Hearing:
A public hearing to discuss the PEA Report will be held on May 8, 2019 at approximately 6:30 p.m. or as soon thereafter as is feasible, in the District Board Room located at 4210 Technology Drive, Fremont, California 94538. Comments on the PEA Report will be accepted during the public hearing.
