Board Meeting Highlights - September, 25, 2019

At its September 25th meeting, The FUSD Board of Education:

 

  • Held a Public Hearing Regarding the Composition of Potential Trustee Voting Areas Associated with the District's Transition to a By-Trustee Area Election System in Advance of the Preparation of Draft Trustee Voting Area Plans by the District's Demographer - The Governing Board convened a public hearing to receive public testimony concerning the composition of potential trustee voting areas associated with the District’s transition to a by-trustee area election system in advance of the preparation of draft trustee voting area plans by the District’s demographer. See presentation here.

 

  • Received Gifted and Talented Education Program Testing and Assessments Presentation - Gifted and talented students are defined as: Students, children, or youth who give evidence of high achievement capability in areas such as intellectual, creative, artistic, or leadership capacity, or in specific academic fields, and who need services and activities not ordinarily provided by the school in order to fully develop those capabilities. FUSD's identification process begins in third grade.  All third grade students are tested, unless a parent opts out of the assessment.  Students who are in fourth or fifth grade who have not previously been tested have an opportunity to be assessed.  Students may be referred for Professional Judgment in fifth and sixth grade by their parents and/or their teacher.  The school principal and teacher review various data and documents when considering a student for GATE identification. Students identified as gifted in other districts will be considered by the Director of Elementary Education. In August 2019, the Board requested that staff provide an informational presentation on GATE testing and the elimination of the universal screener in Fremont Unified School District.

 

  • Received the Equity Team Presentation - Student Support Services, a department within the Instructional Services division, supports the school sites with the behavioral and socio-emotional needs of the students.  In 2017, FUSD made a concerted effort to support the work of equity by hiring an Educational Equity Coordinator. Per the Board request, a presentation was shared to present the equity work that has been done in the last three years to support all students in our district.  

 

  • Authorized Staff to Amend the Agreement with CCM/STV for Construction Management Services for the New Construction Project at Horner Middle School (Middle School Conversion) - The Board authorized staff to amend the agreement with CCM/STV for construction management services in the amount of $387,150 for the new construction project at Horner Middle School. The total contract amount is now $2,966,654. The cost for these services is within the budget for this project. Division of the State Architect (DSA) approval for the project design was delayed, which has impacted the Horner Project.

 

  • Received a Presentation and Provided Direction on Thornton Middle School Track and Play Fields (Middle School Conversion) - The Board received a presentation on the Thornton Middle School (Thornton) track and play fields and approved the proposed site-requested design changes. On March 13, 2019, the Board received a presentation on the schematic design for the project and provided direction to proceed with field layout Option 1. Subsequently, additional modifications were recommended by the site committee and site staff. These modifications provide for a larger uninterrupted playfield area and a longer track. Other site-requested changes are to reduce handball courts from three to two, and to eliminate three ball walls, eight tether ball courts, and a fitness station.   • Authorized Staff to Extend Leases of Temporary Classrooms - Each year, staff analyzes the available classroom facilities, which includes leased temporary classrooms to house the projected student enrollment in the upcoming year(s), and makes recommendations to either construct permanent classrooms or install temporary classrooms to accommodate enrollment growth. The district has installed 82 leased temporary classrooms, and constructed 78 permanent classrooms at various school sites since the inception of Measure E in June 2014. Staff has updated the list of leased temporary classrooms for the 2019-20 school year. No new leased classrooms were placed or removed during the summer of 2019. The projected lease cost for temporary classrooms for 2019-20 is approximately $705,948.

 

  • Approved Memorandum of Understanding between FUSD & FUDTA for Leave to the Vice-President of the Association - FUSD and the Fremont Unified District Teachers Association (FUDTA) reached an agreement to grant a 0.4 FTE leave to the Vice-President of the Association during the 2019-2020 school year. The employee will continue to work 0.6 FTE as a classroom teacher.

 

  • Approved Annual Services Agreement with Mission Valley Regional Occupational Program (MVROP) - MVROP and the District wish to extend the Services Agreement for the period July 1, 2019, through June 30, 2020. All terms of the agreement remain the same as in prior years. The total fees for services are $195,800 for the 2019-2020 school year. 

 

  • Approved the First Reading of New Board Policy 5145.2, Freedom Of Speech/Expression and Review Administrative Regulation - The District desires to support student activism. Board Policy 5145.2, Freedom Of Speech/Expression, is a new policy based on the California School Boards Association (CSBA) model to address the rights and limitations related to student expression in a variety of forms, including off-campus as well as on-campus student expression.

 

  • Approved Annual Display of the Pride Flag at Fremont Unified School District (FUSD) Sites - The Board requested a discussion to consider approving the display of the Pride Flag annually at school sites in the month of June, starting with 2020. Pending outcome of the discussion, direct staff to update Administrative Regulation 6115, Ceremonies and Observances to reflect any changes.

The Board’s next Regular Meeting is scheduled for Wednesday, October 16th, 6:00pm (time subject to change), at the District Office Board Room – 4210 Technology Dr. – in Fremont.
