District Negotiations Update 2/12/19
Fremont Unified School District (FUSD) and the Fremont Unified District Teachers' Association (FUDTA) participated in mediation sessions on January 30, 2019 and February 12, 2019. Ultimately, we were unable to reach agreement for salary compensation for 2018-19, and the mediator released both parties to "fact finding", which is the next stage in the process.

The two bargaining teams resumed regular negotiations on the open collective bargaining agreement. FUSD presented an official offer that demonstrates a long-term commitment to building employee salary increases into the district's future budgets. The FUSD proposal also includes fully funding the increased pension contribution for our employees, an important benefit they receive when they retire.

FUSD Proposal
The following three-year terms were offered to the FUDTA bargaining team:
  • 2018-2019 2.00% ongoing, as of July 1, 2018.
  • 2019-2020 A formula comprised of the funded COLA minus the rate of the weighted average increased pension cost for all district employees.
    • Example based on January 2019 State Budget Projection*:
      • COLA (3.46%) minus pension cost (1.30%) = 2.16% ongoing salary increase
  • 2020-2021 A formula comprised of the funded COLA minus the rate of the weighted average increased pension cost for all district employees.
    • Example based on January 2019 State Budget Projection*:
      • COLA (2.86%) minus pension cost (1.41%) = 1.45% ongoing salary increase

*Funded COLA (Cost of Living Adjustment) and the rate of the weighted average increased pension cost shall be determined upon enactment of the state budget for the affected year.

  • 2019-2020 COLA + 1%
  • 2020-2021 COLA + 1%
  • 2021-2022 COLA + 1%

FUSD is committed to resolving salary negotiations in a way that maintains the District's ongoing financial stability while continuing to support our students, teachers, and staff.

District Negotiations Update 12/3/18
Fremont Unified School District (FUSD) and Fremont Unified District Teachers’ Association (FUDTA) filed jointly for Impasse on December 3, 2018 regarding salary negotiations for the 2018 - 2019 school year.

FUSD increased the on-schedule salary offer on October 15, 2018 from 0.5% to 0.71%. In addition, FUSD is required by law to contribute the equivalent of a 2% salary increase annually to pay for District contributions to all employees’ retirement pension costs.

FUDTA presented an offer of a 4% salary increase on June 11, 2018. FUDTA’s position has remained unchanged for the past six negotiation sessions.

We look forward to a timely resolution of salary negotiations in a way that maintains the District’s ongoing financial stability while supporting our most valuable assets--our students, teachers, and staff.

  • Fremont Unified launched a campaign in fall 2018 called "Portrait of a Fremont Graduate" which included over 100 outreach sessions with parents, students, community partners, local businesses, ROP, and staff. Participants worked together to come to consensus on the most important attributes we collectively want our students to have by the time they graduate. The top characteristics, skills, knowledge base, and qualities were then narrowed down into a survey that resulted in ten key focus areas for our district. The campaign culminated in January 2019 by inviting FUSD students to participate in a visual representation contest depicting what it means to be a Fremont Graduate.  The next step will be to align our programs, resources, intentions, and actions plans to ensure that we provide what is needed for our graduates to move into higher education and the careers of tomorrow.

  • CAASPP INFO The California Assessment of Student Performance and Progress, or CAASPP, is the state academic testing program. CAASPP is a system intended to provide information that can be used to monitor student progress and ensure that all students leave high school ready for college and career. Like last year, CAASPP includes computer adaptive tests in English language arts, mathematics, and science. Students in grades 3-8 and 11 will take the computer adaptive tests in English and math in spring of 2019. Students in grades 5, 8, and an assigned high school grade will also take the tests in science.

    If you would like more information regarding your school’s schedule, please contact your school’s main office. Following the spring testing, students will receive individual score reports. Student score reports will be electronically distributed to parents/guardians in late summer/early fall and will include an overall score, and description of the student’s achievement level for English language arts, mathematics, and science if applicable. If you would like more information, please visit the Parent/Student tab of the CDE CAASPP Web page at http://www.cde.ca.gov/ta/tg/ca/.

    Students enrolled in the Spanish Dual Immersion programs at Blacow Elementary School, Grimmer Elementary School, Vallejo Mill Elementary School, or Hopkins Junior High School in grades 3, 4, 6, and 7 will also take the California Spanish Assessment (CSA).

    Parents and guardians have the right to exempt their child from taking the CAASPP assessments. If you have any questions or concerns regarding your child’s participation, please contact your school’s principal.

    Transitional Kindergarten (TK) enrollment for new TK students and formerly enrolled Fremont Unified TK students is closed for the 2018-2019 school year. Please begin the enrollment process to enroll your child(ren) for kindergarten for the 2019-2020 school year prior to February 22, 2019 to be eligible for kindergarten lottery.

    If you are new to Fremont and your child(ren) has been continuously enrolled in a TK program in another school district, you may walk in to our Enrollment Center to enroll your child for TK for the 2018-2019 school year.
